This report has been prepared based on a methodology that focuses on the “Leave no one left behind” risk factors: socio-economic status, geography, discrimination, management and disaster shocks. The target group is people with disabilities and with a special focus on the users of the Center for Rehabilitation and Reintegration. The report was prepared using the analysis of secondary data, conducted field research among 70 respondents – persons with disabilities or their parents/guardians, through the face-to-face method and conducted two focus groups. The activities were realized in October and November 2023.

Social mapping is a fundamental method for establishing knowledge about spaces and the people who live in them. Social mapping helps authorities develop tailored local social protection policies and inclusion measures factoring in the needs of vulnerable groups under analysis. The general objective of the mapping is to contribute to the social inclusion of disadvantaged groups, improving the quality of life as well as social cohesion at the local level by promoting the localization of the 2030 Agenda and its goals, in particular, the principle of “Leaving No One Behind” – LNOB at the municipal level. The Center for European Citizens’ Initiative, in 2023, was engaged to conduct social mapping on the territory of the Municipality of Kumanovo on a previously established methodology by GIZ GmbH and in coordination with representatives of NALAS and the Municipality. The general goal of the mapping “Implementation of the LNOB social map and creation of municipal policies in the municipality”, was revealed to the responsible persons of the municipality of Kumanovo to develop capable local policies that will help people with disabilities and vulnerable categories of certain citizens. The main goal is to introduce forms and ways of providing services for vulnerable categories of certain information to enable them to include in the social life they live. In addition, the goal of the mapping was to identify the problems faced by the competent social institutions and non-governmental organizations from the municipality of Kumanovo that are responsible for the care and assistance of people with disabilities and vulnerable categories of data, as well as improving the opportunities and conditions for people. The main emphasis is placed on the day center, the Center for Rehabilitation and Reintegration, to improve the rehabilitation and reintegration services for people with intellectual disabilities. The research can find insights into the greater and form of vulnerability of people with disabilities, men and women in the Municipality of Kumanovo, as well as who have the opportunity to improve the situation in the Municipality. All determined rates of persons with accuracy to overcome problems and improve the services they receive. Sectoral structuring of the needs of people with disabilities, men and women, in different areas (education, transport, housing, care, employment, political participation, protection and rescue, etc.). The results will be needed to obtain assessments of the quality and effectiveness of current social services and will respond to the Municipality, the Center for Social Work, the Employment Agency, the Health Fund, the Pension and Disability Insurance Fund and non-governmental organizations to undertake activities and services. based on the recommendations of the social mapping. The data from the social mapping will also contribute to improving the benefits of crisis management and protection and rescue.
